What it is, and who made it
WOOP is the teachable form of mental contrasting, the research programme Gabriele Oettingen (NYU and University of Hamburg) has run since the 1990s, presented in Rethinking Positive Thinking (2014) and taught free at woopmylife.org. The sequence matters: Wish (something feasible and dear, named specifically), Outcome (the best result, actually imagined), Obstacle (the inner thing most likely to stop you; not the world, you), Plan (an if-then for that obstacle: if the obstacle appears, then I will respond this way). The plan step is a direct application of her collaborator Peter Gollwitzer's implementation intentions; the pairing is known in the literature as MCII, mental contrasting with implementation intentions.
